Stirnet's "Temp36" page (link below) reported that this William is a son of Geoffrey FitzPagan, and notes that he has also been reported as a son of a William (I) by a sister of Geoffrey FitzPagan. Both sources are considered authoritative, yet they conflict. Further research is warranted.
