Frances Sterne was born before Sittingbourne Parish, Old Rappahannock, Virginia, and died after 4 Apr 1717 / about 1734 in Hanover Parish, King George County, Virginia. She was the daughter of David Sterne and Elizabeth Mills.

She married William Pannell Abt. 1698 in Virginia, United States, son of Thomas Pannell and Katherine Prow. He was born 1670 in Richmond, Rappahannock, Virginia, United States, and died August 1716 in Richmond, Wise, Virginia, United States.

Widow of William Pannill (d 1715). Married Thomas Hughes 2nd.

Some have her as Frances Mills, married Francis Sterne in 1698.
