Are Ottar "Vendilkraka" Egilsson King in Egilsson, King of Uppsala and Ottar fra Hålogaland, Ohthere of Hålogaland possibly representing the same legendary person?

https://no.wikipedia.org/wiki/Ottar_fra_H%C3%A5logaland - Ottar from Hålogaland known only from an account of his travels, referred to here as Ohthere , which he gave to the Anglo-Saxon king Alfred of Wessex (871–899) sometime around 890.

https://sv.wikipedia.org/wiki/Ottar_Vendelkr%C3%A5ka - Historians have speculated that Ottar is identical to an Ohthere mentioned in the Beowulf poem , dated to sometime in the period AD 700 to AD 1000.
