That profile was being used as an" active user", that was was restricted from editing by Geni Customer service. Before I discovered that I forced the system to let me edit it to change the birth date, so I could make it public. Still could not though, but the merge went through, so now Private User is left managing the profile., which is still "locked."
When I went to report it, I discovered that CS had locked it, ie. the user.
Yes I re-reported it.
