The surname 'Louw" is understood to have originated from Jan Pieterzoon's farm named "Louwsvliet". "Vliet" was a stream and "louw" meant lukewarm/tepid.
Aafke Margaret Louw points out that the Dutch word "louw"also refers to a tench or Tinca tinca, which is a fish of the cyprinid family also referred to as a "zeelt".

It could more likely be the other way round - farms were usually named after the surname or (European) geographical area of origin.

Pieterz(oon) is not a surname but used to indicate he was son of Pieter: (use mostly) Northern European naming convention prior to the 1700s - in some cases it then became a surname.... but don't see it likely here.

Could it be that the surname was adopted from his mother - details a bit vague? (wild speculation - Louw from daughter of Louwrens?)

It appears that "Louw" was never used by/for Jan Pieterz(oon) himself, who only appears in the record as "Jan Pietersz/Broertje" or "Jan Pietersz van Caspel ter Maere" (his birthplace).

The first mention that I can find reference to in the record is the marriage of son "Pieter Jansz Low" in 1693. So perhaps the children were following the convention of naming themselves after a geographic place (their farm). I wonder why it didn't appear as "van Louw(svliet)" ?
