Henry seems to have a lot of mistresses and illegitimates. He made Hugh Earl of Chester which becomes basically the Prince of Wales later on in terms of the meaning and responsibility of the title. He's top man under Henry. The bios certainly seem to be unsure about his parentage.

Here is a better link to the original manuscript in the Harleian Collection:

A quick summary from the very beginning describing the frontispiece of the book and its author:
"From two almost identical manuscripts in the British Museum numbered 1424 and 1505 in the Harleian Collection, etc.:

A folio by Mr. John Saunders, relating to the County Palatine of Chester, 1424. The cover of this folio as follows:

1. Arms of the King of England impaling those of the Earl of Chester; etc.....
2. Badge of the Prince of Wales in a Glory: etc......
3. On the backside of the frontispiece:
(translated from Latin)

"Chronicle accounts Palatine Chester County, from its acquisition by Hugh Lupus, or Wulf, grandson of William the Conqueror; his individual decorations."

My cousin is a lecturer at Fordham University and I'll send this information over there and see if he can get someone to interpret what is said in the manuscript.
